That is how staffing agencies work. They post fake job ads to build up their CV database.

They also want your professional references. They take your CV and your references and try to drum up new clients. For example, if you just left a job at XYZ Corporation, working as a account executive, they will contact XYZ Corporation and see if they have any account executive positions they need filling. They take the names and numbers of your references and contact them to see if they have any positions they need filling.

It's not illegal but it's unethical, in my opinion!

Unfortunately, pretty much every recruiting/staffing agency works like this now. That is my understanding from all the blogs/websites I belong to, having to do with staffing and recruiting.

Sorry folks, but this is true. I know several people who are recruiters who told me this is how they treat job candidates.

And there are notable exceptions. But most recruitment firms are like the used car salesman of the past.

They are using job seekers and running their own agenda. If you happened to get helped, consider yourself lucky.
